July and August are the honest tradeoff months: highs near 90F with serious mid-Atlantic humidity, peak Ocean City crowds, and Baltimore and Annapolis afternoons that push everyone toward the water or the air conditioning. Winter is quiet and gray, but city museums, the Naval Academy, and off-season Assateague, where the ponies still roam empty beaches, keep a cold-month trip from being wasted.
