The best time to visit California is September through October, when the coast finally clears of fog, the ocean is at its warmest, wine country is in harvest, and summer crowds have gone home.
If you can only pick one window, pick September and October. It is the open secret of the state: the coastal fog that mutes June, July, and even August along the shore finally burns off, Yosemite's crowds thin while the high country stays open, and Napa and Sonoma are mid-harvest. Spring, from March through May, is the strong runner-up, with green hills, wildflowers, and thundering Yosemite waterfalls.
The honest complication is that California is several climates at once. San Francisco can be 58F and gray on the same July afternoon that Palm Springs hits 110F and Tahoe sits at a perfect 78F. So the real answer is less one month than one method: deserts in winter and spring, mountains in summer and early fall, the coast in early fall, and the cities almost any time.

Superb nearly everywhere: green hills, desert wildflowers in March and April, and Yosemite's waterfalls peaking in May. High mountain passes like Tioga Road usually stay snowed shut into late spring.
Summer
Great in the mountains, crowded in the parks, and famously foggy on the central and northern coast, where June gloom can hold mornings gray into August. The deserts are dangerously hot. Book Yosemite lodging and any reservations months ahead.
Fall
The statewide winner. Warm clear coast, harvest season in wine country, open high country through October, and lighter crowds everywhere. Late summer and fall are also peak wildfire season; stay flexible and watch air quality.
Winter
Two excellent trips: Sierra snow sports around Tahoe and Mammoth, and warm desert escapes in Palm Springs and Death Valley with highs in the 60s and 70s F. The coast is mild, green, and rainy in stretches.
