The straight answer
The best time to visit Arizona is March through April or October through November, when desert highs sit in the 70s and 80s F and the Grand Canyon, Sedona, and Phoenix are all pleasant at once.
Go in spring or fall. From March through April the desert blooms, Phoenix and Tucson run in the 80s F, spring training fills the ballparks, and the Grand Canyon's South Rim is cool but fully open. October and November are the mirror image: the summer furnace finally breaks, the crowds thin, and hiking weather returns everywhere from Sedona to Saguaro.
Summer in the low desert is the real deal-breaker: Phoenix regularly tops 110F from June into September, and hiking becomes genuinely dangerous by mid morning. The twist is that Arizona has a second story up high. Flagstaff, the canyon rims, and the White Mountains sit thousands of feet up, run 20 to 30 degrees cooler, and even get real snow, which is why winter here can mean saguaros in the morning and skiing by afternoon.

Summer

Fall
Excellent and slightly underrated. By mid October the desert is back to the 80s F, crowds are lighter than spring, and aspens turn gold around Flagstaff in early October.
Winter
Phoenix and Tucson are the point: sunny 60s and 70s F while the rest of the country freezes, which is why snowbirds and golf pricing peak now. The Grand Canyon South Rim stays open and dusted with snow; the North Rim closes for the season.
