If you want the short list, it is Luang Prabang, George Town in Penang, Hoi An, and Kampot. Each delivers the thing people cross oceans for, whether that is food, old-town atmosphere, or river-and-mountain scenery, at prices and crowd levels the famous stops have not seen in a decade.
Underrated does not mean undiscovered. A few of these places are well loved by travelers who know the region; what they are not is overrun. You can still get a table, a guesthouse, and a sunrise without a reservation war, and your money goes noticeably further than it does in Bangkok, Bali, or Singapore.
One honest note on timing: most of Southeast Asia runs on a dry-season clock from roughly November to March, and that is when most of this list shines. The exceptions are called out item by item, including Taiwan's east coast, where typhoon season is a real planning constraint.

Are these places hard to reach?
Mostly no. Luang Prabang, Penang, and Chiang Rai have airports with regional connections, Hoi An is under an hour from Danang's international airport, and Ipoh sits on the Kuala Lumpur rail line. Con Dao and Battambang take a little more effort, which is exactly why they stay quiet.

George Town, Penang. English is widely spoken, the food scene is world class and cheap, and the old town is compact and walkable. Pair it with Ipoh by train for an easy week in Malaysia.
