The straight answer

The best time to visit Kotor is May through June or September through mid October: warm weather for the fortress climb and the bay, swimmable water, and old-town lanes that are busy but not crushed by the July and August cruise and heat peak.

Go in May and June, or September into mid October. In those windows the Bay of Kotor is warm and green, highs in the 70s to low 80s F (about 23 to 28C), the sea is swimmable from late May, and climbing the 1,350 or so steps to the fortress above town is hard work rather than heatstroke. You also have the best odds of finding the old town's squares at a human scale.

The trouble is that Kotor's old town is small, and it sits at a cruise port. In July and August several ships can dock or anchor on the same day, sending thousands of passengers into a walled town a few hundred yards across, just as highs reach the upper 80s F (about 31C) with heavy humidity. Early mornings and evenings are still lovely, and the bay towns of Perast and Dobrota are calmer, but midday in the old town can be a shuffle. Cruise traffic also runs in spring and fall, so check the port schedule whatever month you come.

Winter is honest off-season. The mountains that make the bay so dramatic also make it one of the wettest corners of Europe, with November through January bringing heavy, persistent rain. Kotor is a lived-in town, so cafes and restaurants stay open and the stone streets are atmospheric, but many beach businesses and excursion boats pause and some hotels close. Beat the crowds

  • Check the Port of Kotor's published cruise schedule and plan your old-town days for no-ship or single-ship days.
  • Climb the fortress at first light. It is cooler, empty, and the morning sun lights the bay.
  • Stay in Perast, Dobrota, or Prcanj rather than inside the old town, and visit Kotor early and late.
  • Do Lovcen and the serpentine road on big cruise days, when the old town is at its busiest.

  • Kotor's old town is lived in year-round; cafes, restaurants, and churches stay open in winter, though some hotels and shops close.
  • Boat excursions, beach clubs, and many seasonal restaurants around the bay operate mainly from about April through October.
  • The fortress walls can be climbed year-round. There is a paid entry in the main season, and steps become slippery in rain.

  • Kotor's old town is compact, car-free, and full of cats, which children love. Strollers struggle on the uneven stone paving.
  • The full fortress climb is steep with exposed sections; the lower part to the Church of Our Lady of Remedy is a good turnaround point for younger kids.
  • Pebble beaches around the bay have clear water but few sandy spots; water shoes help.
  • For homeschool families, the maritime museum and the Venetian fortifications are an accessible introduction to the history of the Adriatic republics.

Getting there

  • Tivat Airport (TIV) is about 15 to 20 minutes from Kotor, with seasonal flights from many European cities. Podgorica (TGD) is about 90 minutes away and operates year-round.
  • Dubrovnik Airport in Croatia is about 90 minutes to two hours away depending on the border crossing, which can be slow in summer.
  • There are no nonstops from the US; connect through a European hub or Istanbul.
